NEW YORK, Dec. 27, 2011 ? Anthony Mason Jr. of the Sioux Falls Skyforce was today named NBA Development League Performer of the Week for games played Dec 19-25.

For the week, the 6-7, 205-pound forward out of St. John?s averaged 21.0 points on 51 percent shooting, to go with 7.0 rebounds and 2.0 assists, as the Skyforce went 2-1.

Mason Jr. registered his first double-double of the season, finishing with 22 points and 12 rebounds as the Skyforce defeated Springfield, 103-99 on Sunday, Dec. 25, the team?s third game in four nights. Mason tallied 23 points, six rebounds, three assists and three blocks in a 104-95 loss to Canton on Friday, Dec. 23. He opened the week with 19 points on 8-for-13 shooting in a 100-96 win over Fort Wayne on Thursday, Dec. 22. For the season, Mason Jr. is averaging 16.6 points, 5.3 rebounds and 2.3 assists.

Natural gas fueling plans may spur vehicle growth (AP)

NEW ORLEANS ? The United States has record supplies of natural gas and plenty of reasons to promote natural-gas powered cars, but so consumers, manufacturers and fuel suppliers haven't shown much interest.

Now, a major natural gas developer's plans to vastly increase the number of truck stops that offer liquid natural gas could help boost its use in the vehicles that burn the most fuel, while promoting its availability to a wider market.

Lots of natural gas is available, if U.S. drivers decide to use it. In just a few years, domestic natural gas supplies have increased by trillions of cubic feet through shale finds, boosting the supply to the point where plans are in place to export part of the overflow.

The growth of natural gas vehicles in the United States so far has been dominated by fleets of buses, taxis, and garbage haulers. Only one natural gas car is commercially produced in the country: the Honda Civic GX, recently renamed the NG. It has sold a grand total of about 13,000 in 13 years of production.

The reasons for the lackluster sales of natural gas cars are many: the fuel is only available at a handful of public stations, tethering the vehicles within a certain distance of a fuel source. And even though the pump price of natural gas can run $1 to $2 less per gallon equivalent than gasoline, natural gas vehicles carry a higher sticker price.

The focus for the natural gas vehicle industry in the United States has been the fuel-guzzlers: commercial vehicles, especially tractor-trailer rigs.

Rich Kolodziej, president of the trade association NGV America, says that makes sense in terms of overall fuel usage. He said a driver who puts 12,000 miles a year on a car at 25 miles to the gallon will use about 500 gallons of gasoline annually. But a diesel-driven 18-wheeler can easily go 120,000 miles a year. At six miles per gallon, that comes to 20,000 gallons.

"If you're trying to reduce foreign imports of oil, you're trying to reduce greenhouse gases and emissions in urban areas, where do you put your effort? You put it on the big vehicles," Kolodziej said.

For reasons of tank space, liquid natural gas is used by commercial trucks, while compressed natural gas is the fuel of choice for cars.

According to the international trade association NGV Global, there are 12.7 million natural gas vehicles in the world, including 6.8 million in the Asia-Pacific rim, 4.2 million in Latin America, 1.4 million in Europe, and 122,000 in Africa.

The U.S. has just 112,000 of them ? less than 1 percent of the global total, and less than a tenth of 1 percent of the 253.7 million vehicles in the U.S.

Most of them are in fleets.

"The big reason that they work well for fleets and not the average person on the street is that most fleet vehicles are used for relatively short trips," said John O'Dell, senior editor of Edmunds.com, which follows the vehicle industry. "They go back to the barn in the evening where they have a refueling station that can handle them.

"There is not a really good fueling system in this country," O'Dell added. "You have to have the infrastructure out there to convince people to buy natural gas cars."

Kolodziej said that there are about 180,000 gasoline stations ? and only about 1,000 locations to fill up with natural gas.

But that may be changing.

The T. Boone Pickens-backed Clean Energy Fuels Corp. is embarking on a major expansion of natural gas fueling and plans to add liquefied natural gas pumps at 150 truck stops nationwide over the next 24 to 36 months.

"We've mapped out a strategy to cover every major interstate in the domestic United States," said Clean Energy Fuels chief marketing officer James Harger.

Clean Energy currently provides fueling services for over 500 fleets consisting of about 22,000 vehicles, such as transit buses, taxis, shuttle buses, school buses, municipal cars and garbage trucks, Harger said.

Still, Clean Energy has its eyes firmly focused on the long-haul trucking industry with its truck stop expansion plan.

Harger and other natural gas proponents are putting stock in pending congressional legislation that would provide tax credits to cover 80 percent of the cost difference between a liquid natural gas tractor-trailer and the diesel variety. Harger said the five-year bill probably would cost about $1 billion a year. The U.S. spends over $1 billion a day on foreign oil.

"This will help jump-start this industry," he said.

C.R. England, a major refrigerated carrier, recently started using five liquid natural gas-fired tractors for its rigs in southern California. The company has about 4,000 diesel tractors, said Tracy Brown, a company operating director. He said the region was chosen because of the ready availability of dedicated Clean Energy refueling depots. The rigs are being used in the Los Angeles region and on a route to and from Las Vegas, Brown said.

Although he would not reveal what Salt Lake City-based C.R. England paid for the liquid natural gas tractors, he said fuel cost savings could lead to overall savings within a year or two. Depending on diesel prices, the company saves $1.50 to $2 per gallon equivalent on liquid natural gas, he said. At the same time, fuel usage is about the same in equivalent diesel gallons.

"They are much cleaner, they are much quieter," Brown said of the new tractors. "We haven't noticed any power reduction from the diesel engines. We're very pleased with these."

As Clean Energy expands its network of public refueling, "it will be more advantageous to have natural gas vehicles on the road," Brown said.

Honda Motor Co. is expanding sales of its Civic NG. The NG carries a basic sticker price of $26,155, while its gasoline counterpart, the Civic LX, lists at $20,505.

Until this model year, the GX had only been offered as a private vehicle in dealerships in California, Oklahoma, Utah and New York. Sales will be expanded for the next model year to 37 states, mostly to dealers within 20 miles of a public fueling station, said Honda spokeswoman Jessica Fini. For the first time, the car will be advertised nationally and will offer a navigation system and an upgraded audio system.

"We think we are expanding the car at the right time with the expansion in public infrastructure," she said.

Honda's goal is to boost sales from about 1,000 cars annually to about 2,000, Fini added ? still a tiny fraction of the 259,000 gasoline-powered Civics that Honda sold in 2010.

Gene Paulsen, an aerospace engineer from Gilbert, Ariz., and his wife are on their second GX. They bought their first one in 2000 when the state offered tax credits for choosing the natural gas version of the Civic. They sold it earlier this year to a California woman.

He said his wife now commutes in a used GX he bought in 2009. They mostly refuel from a costly home refueling appliance, and have added a second fuel tank to drive longer distances.

"It works really well for us," he said. "But the fueling infrastructure isn't very good in Arizona. Until you add more fuel capacity to the thing, you're kind of stuck."

Paulsen said fuel for the GX costs about $1.50 per gallon equivalent, calculating the draw on his home's gas system, the cost of periodically maintaining his $10,000 refueling pump and the power cost for running the pressure pump to fuel the car.

"We wouldn't have done this if it was our only vehicle," Paulsen said.

Winter solstice: Days to get longer starting Thursday

Since June 20, the altitude of the midday sun has been lowering as its direct rays have been gradually migrating to the south. The sun's altitude above the horizon at noontime is 47 degrees lower now for observers in the Northern Hemisphere, compared to six months ago.

This week, the sun will reach that point where it will appear to shine farthest to the south of the equator, ?marking the moment of the winter solstice ? the shortest day of 2011 in the Northern Hemisphere.

The?winter solstice?occurs Thursday at 12:30 a.m. EST (0530 GMT), which corresponds to 9:30 p.m. PST on Wednesday for observers further west. At the time, the sun will be passing over the over the Tropic of Capricorn.

Here's how northern winter solstice works: Since June 20, the altitude of the midday sun has been lowering as its direct rays have been gradually migrating to the south. The sun's altitude above the horizon at noontime is 47 degrees lower now, compared to six months ago. As we often mention, your clenched fist held at arm's length measures roughly 10 degrees, so the sun at midday is now nearly "five fists" lower in the southern sky compared to June 21.

As "armistice" is defined as a staying of the action of arms, "solstice" is a staying of the sun's apparent motion over the latitudes of the Earth. At the summer solstice, the sun stops its northward motion and begins heading south. At the winter solstice, it turns north.

Technically, at one minute past the moment of the solstice, the sun has turned around and started north.? It will cross the equator at the vernal equinox, passing into the Northern Hemisphere on March 20, at 1:14 a.m. EDT (or on the calendar date of March 19 for those living in the Mountain and Pacific Time Zones).?

When the ancients saw the sun stop and slowly climb to a higher midday location, people rejoiced; here was a promise that spring would return. Most cultures had winter?solstice celebrations?and some adapted it to other events.?

In Persia, the solstice marked the birthday of Mithra, the Sun King. In ancient times, Dec. 25 was the date of the lavish Roman festival of Saturnalia, a sort of bacchanalian thanksgiving. Saturnalia was celebrated around the time of the winter solstice. And in 275 A.D., the Roman Emperor, Aurelian, commemorated a feast day coinciding with the winter solstice: Die Natalis Invicti Solis ("The Birthday of the Unconquered Sun").?

Among the many varied customs linked with this special season for thousands of years, the exchanging of gifts is almost universal. Mother Nature herself offers the sky observer in north temperate latitudes the two gifts of longest nights and a sky more transparent than usual.

One reason for the clarity of a winter's night is that cold air cannot hold as much moisture as warm air can. Hence, on many nights in the summer, the warm moisture-laden atmosphere causes the sky to appear hazier.

By day it is a milky, washed-out blue, which in winter becomes a richer, deeper and darker shade of blue.? For observers in northern locations, this only adds more luster to that part of the sky containing the beautiful wintertime constellations.

Indeed, the?brilliant stars and constellations?that now adorn our evening sky, such as Sirius, Orion, Capella, Taurus and many others is seemingly Nature's holiday decoration to commemorate the winter solstice and enlighten the long cold nights of winter.

Winter storm expected to dump snow on Eastern Canada

Eastern Canadians are bracing for the first big storm of the season, which is expected to deliver heavy snow to eastern Ontario and southern Quebec upon its arrival late Tuesday.

Environment Canada meteorologist Steve Knott called the impending wintry blast "a reasonable-sized storm."

"It's not quite a weather bomb, but it's pretty close to a weather bomb," Knott said.

Environment Canada issued a series of snowfall warnings Tuesday stretching from Ottawa to Montreal and continuing across most of southeastern Quebec.

The weather office is predicting anywhere from 10 to 40 centimetres of snow, depending on the region.

In its snowfall warning, Environment Canada says: "The heavy snow, the strong winds and the blowing snow which accompany this system will reach several regions of Central and Eastern Quebec beginning tonight, leaving a more than significant amount of snow."

A rainfall warning associated with the same storm was also issued for Halifax, where more than 30 millimetres of rain could fall in six hours on Wednesday afternoon and evening, possibly causing localized flooding that could snarl the evening commute, according to Environment Canada.

The snow will likely switch to rain just north of New Brunswick, Knott said.

Environment Canada also issued a flash freeze warning on Tuesday for the Northern Ontario communities of North Bay and Sudbury.

Arctic air is expected to sweep into Ontario behind the storm, causing temperatures to drop and some of the fresh precipitation to freeze, Knott said. While the sidewalks may get a little slippery, the snow will stop eastern Ontario from experiencing a flash freeze.

The storm has been developing in the United States and producing rain over the northeastern states, Knott said.

For Ottawa and the surrounding areas, the storm is predicted to bring rain Tuesday afternoon, according to Environment Canada. The rain will switch to snow Tuesday evening, with up to 15 centimetres expected to fall by the time the snow stops Wednesday morning.

Montreal can also expect about 15 to 20 centimetres of snow starting Tuesday evening, Environment Canada forecasters predicted. Some parts of central and southeastern Quebec, including Quebec City, could receive up to 40 centimetres of snow, with strong winds adding to the poor conditions.

Forecasters expected the storm to continue Wednesday in Quebec and throughout the Maritimes, adding that some areas of southeastern Quebec will still experience bad weather on Thursday.

While no warnings were issued for southern Ontario, Environment Canada released a special weather statement Tuesday advising all of southern Ontario to expect mixed precipitation, likely consisting of rain and wet snow, starting Tuesday morning and continuing into the afternoon.

Light rain began falling in Toronto at around noon Tuesday, according to Environment Canada.

The storm is also predicted to move into Newfoundland and Labrador on Wednesday evening, leaving behind more than 20 centimetres of snow by Thursday, according to Environment Canada.

While no snowfall warnings have been released, Environment Canada issued a wind warning on Tuesday afternoon for the southwestern tip of Newfoundland, with wind gusts associated with the storm expected to reach 130 km/h on Wednesday evening.

The morning commute Wednesday will likely be messy in eastern Ontario and western Quebec, almost a "new experience" for drivers considering how mild this winter has been so far, Knott said.

For travellers flying during one of the busiest air travel times of the year, some airlines issued advisories on Tuesday asking passengers to check the status of their flights before leaving for the airport.

Porter Airlines and Air Canada both warned travellers in Toronto, Ottawa and Montreal that the storm may cause delays or cancellations of some flights.

WestJet had not issued any advisories online by Tuesday afternoon, but spokeswoman Jennifer Sanford said no flights were delayed or cancelled due to the weather. An advisory would be posted if necessary, she said.

Eighteen games remain in the 2011 NFL season: Bears-Packers tonight, Falcons-Saints tomorrow and 16 games on New Year?s Day. Here?s a rundown of how each team still in contention can have its playoff position affected by the results of those 18 games:

Patriots: Clinch home-field advantage throughout the AFC playoffs by beating Buffalo or by having both the Ravens and Steelers lose.

Ravens: Clinch the AFC North and a first-round bye with a win or a Steelers loss. Clinch home-field advantage with a win and a Patriots loss.

Steelers: Clinch the AFC North with a win and a Ravens loss. Clinch home-field advantage with a win, a Ravens loss and a Patriots loss.

Texans: Locked into the AFC No. 3 seed. Week 17 is meaningless to Houston, and the Texans may rest many of their key players.

49ers: Clinch a first-round bye with a win next week or the Saints losing either on Monday night or next week. The 49ers can still get home-field advantage throughout the playoffs if they win and the Packers lose to both the Bears and the Lions.

Saints: Clinch the NFC South if they win either of their two remaining games, and they could even clinch the NFC South if they lose both of their remaining games, if the Falcons lose in Week 17. The Saints can?t get home-field advantage throughout the NFC playoffs, but they can get a first-round bye if they win both their remaining games and the 49ers lose next week.

Cowboys/Giants: Next Sunday night?s game is essentially a playoff game: The Cowboys-Giants winner wins the NFC East and is the No. 4 seed, while the loser?s season is over. If the game ends in a tie, the Giants win the division.

Falcons: The Falcons can clinch a playoff spot tonight by the Packers beating the Bears. They need just one more win or one more Chicago loss to get to the playoffs. They could still win the NFC South, but only if they beat the Saints Monday night and win next week, plus the Saints lose next week.

Lions: Detroit is an NFC wild card. Whether they?re the No. 5 or No. 6 seed depends on the results of their own game with the Packers and the Falcons? remaining games.

Bears: Chicago can still make the playoffs, but only if they win both their remaining games and the Falcons lose both their remaining games.

Michael Lohan is weighing in for the first time on Kate Major's possible pregnancy in a new interview ... apparently these two nut jobs only communicate via Dr. Drew.

"I've heard about it ... When she left her dads house, she left some medication and her pills there and she was off the pill for like 4-5 days and of course we had sex."

Michael Lohan added that his relationship with his children with Dina Lohan would improve as they get older and would not be affected adversely by this.

He also said that he has not seen any Lindsay Lohan Playboy pictures, nor will he be checking those out for obvious reasons, but he supports the career move.

Finnish police detain Lambert after bar brawl (AP)

HELSINKI ? Finnish police say they detained Adam Lambert after he assaulted people who tried to break up a fight between the former "American Idol" star and his boyfriend in downtown Helsinki.

Detective Superintendent Petri Juvonen said the fight spread from a popular gay bar early Thursday into the street where Lambert was suspected of hitting two people who tried to break it up.

Juvonen said that Lambert's boyfriend, "Finnish Big Brother" star Sauli Koskinen, also was held for questioning. He said no weapons were used, no one was seriously hurt and that it was not "a very serious incident."

Police said the two men were released after a few hours and that no further action would be taken.

Perry double dips state salary and pension (AP)

AUSTIN, Texas ? Texas Gov. Rick Perry is a double-dipper, collecting a salary and retirement benefits simultaneously.

A personal financial disclosure form that presidential candidates are required to file shows that Perry is collecting his $7,700 monthly state pension. That is allowable under state law, using a complicated formula.

Perry's salary as governor is roughly $133,000.

Collecting retirement benefits while drawing a state salary will likely expose Perry to criticism from those who complain that public sector employees are too generously compensated.

Perry's financial disclosure form was made public Friday by the Federal Election Commission.

He reported a net worth of at least $1.3 million and an annual income of $290,000.

I should really be doing more important things right now, but Christmas break is coming up and if my memory is to be trusted, it'll be school again before I can get a role play up and running if I wait until then. So. I'm looking for one or two people to RP with, no more than two. I once let a bunch of people into a role play that was supposed to only have three players total and things quickly got way out of hand, so I'm putting my foot down this time. I'll not have any more than two other people in this RP. I've got a few ideas myself, but I'm open to any of yours. Keep in mind that I'm pretty uptight about grammar, so please at least know the difference between "you're" and "your." I won't hassle you about slang or chatspeak if you know when and where to use it. I don't care too much about post length, but detail's nice. Shoot for maybe a paragraph per post. 1.) Trapped in the Witch's Mansion: Our characters wake up to find themselves locked in a labyrinthine castle in the hands of a bored witch looking for some sadistic entertainment. They must search for the key to freedom, all the while avoiding traps, solving puzzles, and keeping each other alive. Death and injury are very possible in this RP.

2.) Choose your own adventure: Remember those old books where you spent half your time reading and the other half flipping through the book, looking for the right page? This will be kind of like that, except I'll make it up as we go. I'll do all the writing and you can have your character decide which path to take. A detailed character profile is encouraged so I can write them well.

3.) DINOSAURS!: A civilization has risen and fallen. All humanity has now are solar-powered laser guns and the dinosaurs they cloned from fossilized blood. Tribes of people with tamed dinosaurs, among them utahraptors (http://en.wikipedia.org/wiki/Utahraptor), triceratops (http://en.wikipedia.org/wiki/Triceratops), and parkosaurus (http://en.wikipedia.org/wiki/Parksosaurus) live nomadic lives in what used to be North America, having epic dinosaur races, epic laser gun battles, and epic laser gun battles while riding racing dinosaurs. The Rule of Cool and the Rule of Funny drive this RP.

JERUSALEM?? Israel has cancelled government-sponsored television advertisements calling on expatriates to return, after some American Jews complained that the message denigrated their lifestyles.

The spots, aired on Israeli channels that are often viewed by emigrants, featured dramatized scenes of Jewish assimilation in gentile settings. In one, an Israeli couple looks dismayed to hear their grandchild mention celebrating Christmas abroad.

"I don't think I have ever seen a demonstration of Israeli contempt for American Jews as obvious as these ads," wrote influential U.S. blogger Jeffrey Goldberg, in sentiments echoed by several American Jewish groups that lodged complaints.

The United States has the largest Jewish community outside Israel, and religious assimilation there is common. Israel looks to American Jews for support, but some in the community chafe at Israel's rightist tilt and strains in its ties with Washington.

Prime Minister Benjamin Netanyahu ordered that the ads, produced by Israel's Immigration and Absorption Ministry, be yanked "immediately" upon hearing of the controversy they caused, his spokesman said on Saturday.

"The government of Israel is very attuned to the sensitivities of the American Jewish community," the spokesman, Mark Regev, said.

CAMP VICTORY, Iraq (AP) ? Inside palace walls built by Saddam Hussein, U.S. generals plotted the war's course, tracked the mounting death toll and swore in new American citizens under gaudy glass chandeliers.

Just outside the palace, American troops whacked golf balls into man-made lakes or fished for carp while others sat down with a cigar and a can of nonalcoholic beer hoping for a respite from incoming rockets or mortar shells.

Along another lake some distance away, a jailed Saddam tended to tomatoes and cucumbers in a small, walled-off enclosure with guards patrolling overhead.

Ever since the soldiers of the 3rd Infantry Division fought their way into the Baghdad airport grounds nearly nine years ago, the sprawling area they renamed Camp Victory has held a special place in the American military experience in Iraq.

From here, the highest-ranking generals sitting behind banks of telephones and video screens communicated with commanders in the field and political leaders in Washington and dictated strategy that unfolded on the streets of Fallujah, Mosul and Najaf.

It was an intersection in the war where U.S. troops, hot and dusty after traveling across Iraq's deadly roads and highways, could relax with a latte or bootlegged movie before heading back out again.

On Friday, the base that at its height was home to 46,000 people was handed over to the Iraqi government as part of American efforts to move all U.S. troops out of the country by the end of the year.

"The base is no longer under U.S. control and is under the full authority of the government of Iraq," said U.S. military spokesman Col. Barry Johnson.

The area, which the military formally calls Victory Base Complex, was originally used as a country club for the Baghdad elite under Saddam. A visitor can still find small relics of that era, such as signs advising patrons where to park or the hours in which the casino was open.

Saddam built the palace complex near the airport out of embarrassment. During the 1978 Arab League summit he was forced to house incoming dignitaries in private homes in Baghdad because he had no proper accommodations, according to Robert O. Kirkland, a former U.S. military historian who interviewed former Foreign Minister Tariq Aziz and other Iraqis who were once in American custody.

To rectify the problem, Saddam went on a palace-building spree, eventually building nine buildings of varying size and impressiveness. He gave some of them names that reflected his often convoluted view of the world: Victory over America, Victory over Iran and Victory over Kuwait.

In the run-up to the war, U.S. military planners were confused by a cone-shaped structure they could see from satellite imagery, said Col. Les Melnyk, another former U.S. military historian in Iraq. They labeled it a possible prayer site. It turned out to be a pigeon coop.

Maj. William Sumner was a captain when his unit arrived at Camp Victory in mid-April 2003. He remembers how Iraqi looters managed to get into the complex and make off with geese, pelicans and other animals from a small zoo Saddam had built.

"I think that's when the cougar got out of the enclosure," he said. For weeks afterward, a large feline that Sumner said could have also been a bobcat was spotted wandering around the base.

In the early days after the invasion, soldiers swam in the man-made lakes or toured the islands with paddle boats.

But quickly the atmosphere became more like bases back in the U.S. That meant rules and regulations ? and military police to enforce them. Sumner said during his unit's second week at Victory he was pulled over for speeding.

"After we moved onto our other place, we just tried to refuse to go back there whenever possible," he said.

Victory Base Complex was essentially a city, often hit by rockets or mortar shells. One time the violence came from within. In May 2009, a U.S. soldier shot and killed five fellow troops at a combat stress clinic.

The facility was so big it was divided into sections with different names. Troops could travel from Camp Stryker to Camp Liberty without leaving the base. A public bus system with posted routes transported people to the dining facilities, the gym or a dirt speedway where troops and contractors would race remote-controlled cars.

By the numbers supplied by the U.S. military, it was a substantial operation:

? The incinerators destroyed an average of 178,000 pounds of waste a day.

? A water purification plant produced 1.85 million gallons of water a day.

? A bottled water plant filled 500,000 one-liter bottles a day.

? Three separate plants produced 60 megawatts of power a day.

If soldiers grew tired of food at the massive chow halls, they could grab takeout at Taco Bell, Pizza Hut, Cinnabon, Burger King or Subway.

At various stores they could buy anything from illegal DVDs to a Harley Davidson motorcycle delivered straight to their door back in the U.S. when they returned from the war. In the early days of the war, troops could even buy Saddam Hussein's personal silverware and place settings.

Troops and contractors visiting from other bases took tours of the palaces.

One particularly entertaining pastime was feeding the carp in the lake surrounding Al Faw palace, where the top generals and U.S. military officials were based. The aggressive fish would jump out of the water for cereal, Girl Scout cookies and Pop Tarts.

Off-limits to most troops: the jail used to house Saddam and some of his cohorts. In a dilapidated, bomb-damaged building encircled by concertina wire, American troops interrogated and guarded the former dictator before he was handed over to the Iraqis and executed in 2006.

The Iraqi government has not yet announced plans for the complex, prime real estate in a country sorely lacking in parks and public spaces. The Iraqi military is already using some parts, and there is talk of turning Saddam's jail cell into a museum.

Investing in 'place,' branding a region ? Maine Business ? Bangor ...

During the last decade, think tanks such as the Rural Policy Research Institute (RUPRI) began articulating the economic development need and value of investing in ?place.? According to RUPRI, the principles for place policy need to be ?clear, measurable and carefully evaluated goals [that] should guide investment and regulation.? The process encourages regional and community development by building partnerships in a flexible and collaborative environment to address complex problems in an integrated manner. We had seen the decade of small-business growth, entrepreneurship and innovation as a means to expand regional economies. We were now encouraged to make a strategic investment in ?place.?

Whether it?s private business development or private philanthropic foundations seeking to make a change to the local economy or add to the educational and cultural experience or public funds through federal, state and local governments, investing in ?place? seemed to have the greatest possibility of sustainability and return on investment.

As more communities begin to develop regional place-based systems and policies, it is critically important that regions have identity. What is a region? What are the assets? What is the culture? How are we unique? All are questions that must be asked if a competitive advantage can be gained by the region. Simply modifying the process and investing in place absent a brand will not work. Therefore, ?place branding? is a requirement and appropriate continuation of place investment.

Branding of a region brings together the assets that make the place special and it empowers a region or place to build on all its strengths. This effort creates a new restraint that focuses on the vision and the assets of a region. It deters a return to the prior silos, turf and singular asset development of the old economic development efforts.

Branding brings new leadership and a more creative approach to both internal and external understanding of the place. Branding enables a place to build on all its strengths and make sense out of the often confused and contradictory current and future identity.

The brand of a region must not be telling quality of place, which is merely publicity or commercial, but rather, the brand must communicate the actions and growth of the region?s special strengths and assets. Like any business, the region must compete in a global context if it is to grow by attracting investment, events and talent. A region cannot allow itself to be branded by the marketplace. The region must be proactive and ensure that its reputation is built on the qualities it holds that are positive, unique, attractive and sustainable. It is very easy for a region to become famous for the wrong reasons; it is a more challenging effort to brand globally and locally. From a local perspective, the brand must be understood in both the Bangor region and in Oslo, Norway, for instance.

Not only does a brand need to come from the region?s vision and assets, the brand must also drive the competitiveness of the vision and assets. It needs to be understood and supported and must drive its audience to action. It must be seen as something that enriches the region?s people and place.

A brand requires investment and collaboration. Once brand is developed, it must be implemented by all of the institutions and organizations within the region. It must be consistently and constantly reinforced and never confused in the marketplace by differing messages from groups that may not choose to use the brand.

In the early 21st century, geopolitical and economic regions in Maine have been actively working toward strategies that ?invest in place.? The next logical step is developing and implementing the branding effort. To do so requires transparency, clear communication, collaboration and participation by many stakeholders because these are the steps that will determine if the investment in place will perform successfully now and in the future.

Obama turning to Biden for help in 3 key states (AP)

WASHINGTON ? A year from Election Day, Democrats are crafting a campaign strategy for Vice President Joe Biden that targets the big three political battlegrounds: Ohio, Pennsylvania, and Florida, states where Biden might be more of an asset to President Barack Obama's re-election campaign than the president himself.

The Biden plan underscores an uncomfortable reality for the Obama team. A shaky economy and sagging enthusiasm among Democrats could shrink the electoral map for Obama in 2012, forcing his campaign to depend on carrying the 67 electoral votes up for grabs in the three swing states.

Obama won all three states in 2008. But this time he faces challenges in each, particularly in Ohio and Florida, where voters elected Republican governors in the 2010 midterm elections.

The president sometimes struggles to connect with Ohio and Pennsylvania's white working-class voters, and with Jewish voters who make up a core constituency for Florida Democrats and view him with skepticism.

Biden has built deep ties to both groups during his four decades in national politics, connections that could make a difference.

As a long-serving member of the Senate Foreign Relations Committee, Biden cemented his reputation as an unyielding supporter of Israel, winning the respect of many in the Jewish community. And Biden's upbringing in a working class, Catholic family from Scranton, Pa., gives him a valuable political intangible: He empathizes with the struggles of blue-collar Americans because his family lived those struggles.

"Talking to blue-collar voters is perhaps his greatest attribute," said Dan Schnur, a Republican political analyst. "Obama provides the speeches, and Biden provides the blue-collar subtitles."

While Biden's campaign travel won't kick into high gear until next year, he's already been making stops in Ohio, Pennsylvania and Florida this fall, speaking at events focused on education, public safety and small businesses and raising campaign cash. Behind the scenes, he's working the phones with prominent Jewish groups and Catholic organizations in those states, a Democratic official said.

Biden is also targeting organized labor, speaking frequently with union leaders in Ohio ahead of a vote earlier this month on a state law that would have curbed collective bargaining rights for public workers. After voters struck down the measure, Biden traveled to Cleveland to celebrate the victory with union members.

The Democratic official said the vice president will also be a frequent visitor to Iowa and New Hampshire in the coming weeks, seeking to steal some of the spotlight from the Republican presidential candidates blanketing those states ahead of the January caucus and primary.

And while Obama may have declared that he won't be commenting on the Republican presidential field until there's a nominee, Biden is following no such rules. He's calling out GOP candidates by name, and in true Biden style, he appears to be relishing in doing so.

During a speech last month to the Florida Democratic Convention, Biden singled out "Romney and Rick", criticizing former Massachusetts Gov. Mitt Romney for saying the government should let the foreclosure crisis hit rock bottom, and hammering Texas Gov. Rick Perry's assertion that he would send U.S. troops into Mexico.

And he took on the full GOP field during an October fundraiser in New Hampshire, saying "There is no fundamental difference among all the Republican candidates."

Democratic officials said Biden will follow in the long-standing tradition of vice presidents playing the role of attack dog, allowing Obama to stay out of the fray and appear more focused on governing than campaigning.

The officials spoke on the condition of anonymity in order to discuss internal strategy. The Obama campaign has been reluctant to publically define Biden's role in the re-election bid this early in the run, though campaign manager Jim Messina did say the vice president would deliver an economic message to appeal for support.

"You'll see him in communities across the country next year laying out the choice we face: restoring economic security for the middle class or returning to the same policies that led to our economic challenges," Messina said.

Democrats say Biden will campaign for House candidates in swing states as the party tries to recapture some of the seats in Congress lost during the 2010 midterms.

And here again, the vice president's efforts in politically crucial Ohio, Pennsylvania and Florida could be most important. The Democratic Congressional Campaign Committee is targeting 12 districts in those states that Obama and Biden carried in the 2008 presidential race but are represented by Republican representatives.

New York Rep. Steve Israel, who chairs the committee, said he believes Biden could be a "game-changer" in those districts.

"All he has to do is ask voters, has the Republican strategy of no worked for you?" Israel said.

Israel met with Obama and Biden at the White House earlier this month to discuss, among other things, their role in congressional campaigns. While Israel said he hopes Obama will actively campaign for Democratic House candidates, he said "the vice president has already volunteered."

The Posse had reason to celebrate on Monday night after DiBiase put away Heath Slater with Dream Street, followed up by a Tim Tebow-inspired victory pose no less. DiBiase didn?t let Mahal?s verbal attack throw him off in the ring, but he did have some strong words of his own for the Punjabi Superstar following the incident.

?I don?t know where that came from, but I do know that he couldn?t come out to the ring and say it to me in person,? DiBiase said assertively. ?He had to say it on the TitanTron from the locker room area. Jinder, be a man, say what you have to say to my face and we?ll throw down.?

Nokia promises software updates to fix Lumia 800 battery woes

We experienced occasional battery and charging problems when reviewing the Lumia 800, and it looks like others have had issues too. In fact, it's become a sufficiently (un)popular topic on Nokia's support forums to encourage the company to post up a reply, confirming that two software fixes are in the works. The first will target power efficiency and arrive in early December, while the second will follow in January and hopefully improve charging. Only a minority of users are affected, we're told, so it's lucky for them that they're vocal.
