LA County Selects Raytheon To Upgrade Public Safety Dispatch ...

LOS ANGELES, June 20, 2012 ? Raytheon Company RTN has been chosen by Los Angeles County to replace legacy emergency dispatch consoles with new ones that can easily be expanded for emerging public safety technologies such as Long Term Evolution, a high-speed, wireless broadband data network.

Under a $12.5 million contract, Raytheon will replace all public safety communications consoles for the sheriff and fire departments, allowing them to be more responsive to their communities while raising efficiency and lowering maintenance costs.

?Our first responders deserve the best equipment to save lives,? said Mike Prout, vice president of Security and Transportation Systems for Raytheon?s Network Centric Systems business. ?Raytheon provides innovative technologies that every sheriff?s deputy or firefighter can rely on.?

When the twin-screen consoles are in place, public safety dispatchers can readily see which units are available and have the shortest response time in handling both routine and emergency incidents. For L.A. County, the changes will also bring about increased interoperability between jurisdictions.

For example, county Fire Department dispatchers will now have the ability to directly connect with nearby fire agencies at the touch of a button. The California Department of Forestry and Fire Protection (CALFire) and Riverside, San Bernardino and Orange counties can form talk groups on radio channels that provide immediate communications with dispatchers. This will enhance both efficiency and safety in responding to multi-agency wildfires and other emergency situations.

?This type of interoperability is exactly what first responders need in this era of multi-agency, multi-discipline responses,? said John Lenihan, Battalion chief, L.A. County Fire Department.

?These radio consoles are the first step in improving interoperability throughout the region,? added Capt. Scott Edson, commander of the Sheriff?s Department Communications and Fleet Management Bureau. ?They allow our Public Response Dispatchers to more efficiently serve the deputies in the field, including ?patching? other radio systems together in a time of need. Raytheon is again helping us do even more to protect our deputies and the communities we serve.?

TJ Kennedy, director of Public Safety and Security at Raytheon?s Network Centric Systems business, noted that, ?The hardware and software integration will be done at Raytheon?s Public Safety Regional Technology Center in Downey, Calif., near Los Angeles. It is the only one of its kind in the country focused on developing open architecture and open communications standards for public safety professionals. And, it was designed to help first responders integrate new solutions and learn how future technologies can benefit their communities.?

The public safety dispatch console program further demonstrates Raytheon?s leadership in helping L.A. County protect the public. Raytheon is currently installing new mobile data laptop computers in more than 2,000 Sheriff?s Department vehicles to increase safety and help deputies perform more efficiently.

Lisa Vanderpump Sad After Former Home Engulfed By Fire


Lisa Vanderpump of The Real Housewives of Beverly Hills is really sad about her former home, which was featured on the show, being lost in a fire on Friday.

"I'm shocked, really," she told KCAL-TV. "It's been an incredible journey coming to America and living in that house. My daughter got married in that house."

"I'm pretty emotional about it even though I sold it a few months ago."

The massive home, which appears in the opening credits of the Bravo reality show, was featured many times on The Real Housewives of Beverly Hills.

As Lisa said, her daughter Pandora tied the knot on its grounds.

"She got married there in the fall, as everybody who watched RHBOH saw, and it was amazing, and that's what I want to think of it," Vanderpump said.

The fire was reported at about 6:30 p.m. Friday night, according to the LAFD. More than 100 firefighters responded to extinguish the massive flames.

A portion of the roof and portions of the floors collapsed due to the fire, the cause of which is unknown. One firefighter was hospitalized but no one died.

Vanderpump and husband Kenneth Todd downsized recently to a smaller home, selling the place for $19 million after their adult children moved out.

Lisa, Camille Grammer, Taylor Armstrong, Kyle Richards, Kim Richards, Adrianne Maloof and Brandi Glanville return to the Bravo show later this year.

Israel urges Russia to pressure Iran over nukes

JERUSALEM ? Israel urged Russia President Vladimir Putin, visiting Jerusalem on Monday, to step up pressure on Iran to curb its suspected nuclear program.

With Russia an influential voice in the international debate over Iran, the outcome of Putin?s 24-hour visit could have deep implications for whether Israel decides to strike Tehran?s nuclear facilities or give the international community more time to find a diplomatic solution to the standoff.

Israel and Russia enjoy deep economic and cultural relations bolstered by the more than 1 million immigrants from the former Soviet Union who now live in the Jewish state. But they have deeply differing approaches to Iran?s nuclear program and the uprising in Iran?s close ally, Syria. Russia has blocked drastic action against the two countries; Israel repeatedly has hinted it might act militarily to stop Iran?s nuclear program.

Putin, in a brief statement after meeting with Israel?s Prime Minister Benjamin Netanyahu, said their talks covered the situation in Iran and the bloody uprising in Syria. Putin, however, said he believes negotiations are the only solution for such matters.

Netanyahu countered with far more detail.

?We agree that nuclear weapons in the hands of Iran pose a grave danger, first for Israel but also for the region and the whole world,? he said. ?Two things need to be done now ? we need to bolster the sanctions and bolster the demands.?

The prime minister insisted that all uranium enrichment in Iran must cease and that an underground nuclear facility near Qom be dismantled. He said ?the killing and horrible suffering of the Syrian people? must be stopped.

Israel perceives Iran as its most dangerous enemy because it is convinced Tehran?s nuclear program is aimed to build bombs and not for peaceful purposes such as energy production, as Iran insists. The fears are compounded by Tehran?s frequent calls for Israel?s destruction, support for anti-Israel militants and arsenal of ballistic missiles.

Israel repeatedly said that it won?t tolerate a nuclear Iran. Although preferring a diplomatic solution, Israel also has hinted of using a military strike as a last resort. Israel itself is widely believed to possess nuclear weapons.

Iran is under four sets of U.N. Security Council sanctions because of its nuclear program. Israel has welcomed the sanctions but warned they are not enough.

Efforts aimed at tougher U.N. sanctions have been opposed in the Security Council by Russia and China ? both permanent veto-wielding members that have extensive financial interests in Iran.

Russia has built a $1 billion nuclear reactor in Bushehr. Bowing to U.S. and Israeli demands, though, Russia has scrapped a deal to sell Iran long-range missiles that could provide a powerful deterrent against a potential air attack.

Europe summit surprises with bold moves

BRUSSELS (AP) ? After 18 disappointing summits since the start of the debt crisis, Europe's leaders appeared Friday to have finally come up with quick fixes and long-term plans that show they are serious about restoring confidence in their currency union.

Global markets sighed with relief, debt-saddled Italy and Spain appeared victorious and Germany's Angela Merkel faced potential criticism at home for conceding to pressure for an immediate deal.

Leaders of 17 countries that use the euro agreed to:

?Allow two European bailout funds to pump money directly into troubled European banks, rather than make loans to governments to bail out the banks. The move rescues banks without putting strapped countries deeper in debt.

?Use bailout money "in a flexible and efficient manner to stabilize" European government bond markets.

?Let countries that have made economic reforms as require by EU authorities tap the European rescue funds without submitting to stringent bailout programs.

?Tie their budgets, currency and governments ever tighter in a vast new economic union down the line.

European Council President Herman Van Rompuy called it a "breakthrough." Global stock markets and the euro rallied hard.

Concerns remain. Most of the measures approved in the Brussels summit will take months to come into force. The ?500 billion ($630 billion) firepower of the permanent bailout fund may not be enough. And given how shaky Spain's and Italy's finances are, and how jittery markets are, new roadblocks could send the continent back into crisis.

But some key points will kick in within 10 days: On July 9, eurozone countries will agree to give Spanish banks rescue loans and also allow the current, temporary European bailout fund to directly purchase Spanish government bonds.

The decision is a victory for Spain and Italy, whose borrowing costs have risen to near unsustainable levels despite their efforts to cut government spending and reform their labor markets.

In Germany, Chancellor Angela Merkel is likely to face a grilling from a skeptical German Parliament later. Heading into the summit, Merkel had stuck to her line that any financial help from Europe's bailout fund must come with tough conditions, so a separate decision allowing countries that have reformed their economies easier access to bailouts, without such stringent conditions, was widely seen as a defeat by the German press.

Merkel insisted the funds would still only be released when it was clear countries were undertaking serious reforms.

"We remain completely within our approach so far: help, trade-off, conditionality and control, and so I think we have done something important, but we have remained true to our philosophy of no help without a trade-off," Merkel told reporters in Brussels.

Van Rompuy dismissed talk that Merkel had lost in the negotiations.

"It was a tough negotiation," Van Rompuy said. "And you can't summarize this in winners and losers."

In addition, the leaders of the eurozone countries authorized the EU bailout funds to buy bonds of countries in order to reduce the interest rates the markets charge.

Leaders of the full 27-member European Union, which includes non-euro countries such as Britain and Poland, also agreed to a long-term framework toward tighter budgetary and political union, though those plans will require treaty changes and won't be realized for years.

The scale of the moves were unexpected and provided investors a reason for optimism, even as analysts cast doubt on the plans' feasibility and noted that some fundamental problems with the common currency remain.

"I think the elements we put together will reassure the markets," said Eurogroup President Jean-Claude Juncker.

Mario Draghi, the head of the European Central Bank, was similarly optimistic.

"I'm actually quite pleased with the outcome of the European Council," said Draghi. "It showed the long-term commitment to the euro by all member states of the euro area. But also it reached tangible results in the shorter term."

Stocks around the world surged Friday, with markets in countries on the front line of the crisis doing particularly well. Italy's FTSE MIB and Spain's IBEX indexes each rose 3 percent.

Perhaps more importantly, the yield on Spain's 10-year bond dropped by 0.32 percentage points to 6.58 percent. Italy's was down by 0.14 percentage points to 5.94 percent. Both countries have seen their rates edge toward the 7 percent level which is seen as unsustainable over the long term.

The importance of recapitalizing banks directly from the bailout fund became evident this month when Spain was offered ?100 billion ($125.6 billion) for its shaky banks. Previously the bailout loan would have to be made to the Spanish government, which would lend it on to the banks. The prospect of having that debt on the government's books spooked investors, who began demanding higher interest rates to reflect the risk of a Spanish default.

Lending the money directly to the banks avoids putting more debt on the government's books.

Also boosting market confidence was the agreement to waive the permanent bailout fund's preferred creditor status for aid given to Spanish banks. So far, any money the fund puts into a bank would get repaid before any other investors.

When Spain agreed to take rescue loans for its banks, the news failed to boost confidence in the banks because investors worried that, if one of those banks collapsed, they would be last to get repaid. Eurozone leaders agreed to waive the bailout fund's preferred creditor status only in Spain's case.

Some analysts, however, noted that the size of the bailout funds some ?500 billion would have to be increased to be a realistic backstop for public debt and banks across the continent. Italy alone has government debt of ?2.4 trillion.

"These steps are the obvious ones to take to try to restore some confidence in the market in the short term," said Gary Jenkins, managing director of Swordfish Research in London. "Alone, they do not solve the underlying problems but they might buy a bit of time, which is probably about the best they can do right now."

Though welcoming the measures that were taken, analysts think more will have to be done.

"If the aim is to ease tensions on the Italian and Spanish bond market on a more sustainable basis, we probably will need to have more assurance on the fire power," said analyst Carsten Brzeski of ING in a note.

Brzeski said more liquidity support from the ECB ? such as in the form of cheap loans to banks ? "looks inevitable" and may come as soon as Monday.

The EU leaders also agreed to devote ?120 billion in stimulus to encourage growth and create jobs, though half of it had already been earmarked and it includes only ?10 billion in actual new commitments. France had pushed for the growth package, arguing that austerity measures are stifling growth and making debt reduction more difficult.

They also agreed to give the ECB powers to oversee big European banks by the end of the year.

For the longer-term, the 27 leaders of the EU agreed on "four building blocks" of a tighter union ? but postponed specifics until a study due in October. The building blocks, which include sharing debt in the form of jointly issued eurobonds, were laid out in a sweeping document presented by Van Rompuy and colleagues before the summit.

However, France's President Francois Hollande said the general agreement on the tighter union did not for now include any commitment on eurobonds from Germany and other stronger economies that have firmly opposed sharing debt with more profligate countries such as Greece.

Hollande claimed to play the role of mediator instead of partnering with Germany as France traditionally does.

"No one can say I won or I lost," he said. "What was at stake was Europe. That's who won."

(AP) ? Pottery fragments found in a south China cave have been confirmed to be 20,000 years old, making them the oldest known pottery in the world, archaeologists say.

The findings, which will appear in the journal Science on Friday, add to recent efforts that have dated pottery piles in east Asia to more than 15,000 years ago, refuting conventional theories that the invention of pottery correlates to the period about 10,000 years ago when humans moved from being hunter-gathers to farmers.

The research by a team of Chinese and American scientists also pushes the emergence of pottery back to the last ice age, which might provide new explanations for the creation of pottery, said Gideon Shelach, chair of the Louis Frieberg Center for East Asian Studies at The Hebrew University in Israel.

"The focus of research has to change," Shelach, who is not involved in the research project in China, said by telephone.

In an accompanying Science article, Shelach wrote that such research efforts "are fundamental for a better understanding of socio-economic change (25,000 to 19,000 years ago) and the development that led to the emergency of sedentary agricultural societies."

He said the disconnection between pottery and agriculture as shown in east Asia might shed light on specifics of human development in the region.

Wu Xiaohong, professor of archaeology and museology at Peking University and the lead author of the Science article that details the radiocarbon dating efforts, told The Associated Press that her team was eager to build on the research.

"We are very excited about the findings. The paper is the result of efforts done by generations of scholars," Wu said. "Now we can explore why there was pottery in that particular time, what were the uses of the vessels, and what role they played in the survival of human beings."

The ancient fragments were discovered in the Xianrendong cave in south China's Jiangxi province, which was excavated in the 1960s and again in the 1990s, according to the journal article.

Wu, a chemist by training, said some researchers had estimated that the pieces could be 20,000 years old, but that there were doubts.

"We thought it would be impossible because the conventional theory was that pottery was invented after the transition to agriculture that allowed for human settlement."

But by 2009, the team ? which includes experts from Harvard and Boston universities ? was able to calculate the age of the pottery fragments with such precision that the scientists were comfortable with their findings, Wu said.

"The key was to ensure the samples we used to date were indeed from the same period of the pottery fragments," she said.

That became possible when the team was able to determine the sediments in the cave were accumulated gradually without disruption that might have altered the time sequence, she said.

Scientists took samples, such as bones and charcoal, from above and below the ancient fragments in the dating process, Wu said.

"This way, we can determine with precision the age of the fragments, and our results can be recognized by peers," Wu said.

Shelach said he found the process done by Wu's team to be meticulous and that the cave had been well protected throughout the research.

The same team in 2009 published an article in the Proceedings of the National Academy of Sciences, in which they determined the pottery fragments found in south China's Hunan province to be 18,000 years old, Wu said.

"The difference of 2,000 years might not be significant in itself, but we always like to trace everything to its earliest possible time," Wu said. "The age and location of pottery fragments help us set up a framework to understand the dissemination of the artifacts and the development of human civilization."

RELATIONSHIPS: Stage Manager ? Designers/Production Staff ...

Now this kind of relationship is drastically different from those discussed up until now, and in a way is the most complicated.? The Director, the Playwright, the Actors? they?re all in the rehearsal room and it?s easy to gauge when someone is lost or isn?t on the same page.? With Designers, it?s all about being able to clearly communicate so that the entire team is working on mounting the same show [it's no good if the Scenic Designer has the Technical Director build a yacht when the Director's decided in the rehearsal room that it would be hilarious to set the scene in a rowboat].? It comes down to being extremely articulate in Rehearsal Reports and following up on questions/comments.

In Pre-Production:

I always suggest getting every piece of paperwork possible from every designer possible [okay, so I may not ask for the channel hook up from the Lighting Designer... but you get my drift].? Elevation Charts from your Scenic Designer are extremely helpful in rehearsals when cross referenced with the Costume Plot from the Costume Designer and the Choreographer/Director.? [It's really difficult to step on up on a 2' platform when wearing a mermaid dress and stilettos].? Identifying these potential problems early helps avoid wasted time in the rehearsal room.

In Rehearsal:

This all comes down to putting everything in the rehearsal report and communicating clearly.? The Designers don?t and can?t see what happens in rehearsal every day.? The SM must be sure that the relationship with the Actors, Playwright, and Director are singing harmonies so that proper information can make it to the Rehearsal Report.? This is a relationship that is all about communication, giving necessary information and gathering necessary information [nothing's worse to a Designer than a Silent Stage Manager... and nothing's worse to a Stage Manager/Director than a Silent Designer].? In default, CC everyone on everything that could even?remotely relate to their department and people usually will let you know if they don?t want to be included in certain conversation.

In Tech:

If all of your relationships have been maintained properly up until this point, your Paper Tech [write cues in script] should have happened before Designers cue/finish any work and well before you enter the room for Dry Tech [tech without actors], which is ideal to happen before ::ACTUAL:: Tech [tech with actors].? In Tech, communicate to the Appropriate Designer any problems [i.e. the shoes for Sally in Scene 2 are slippery to the Costume Designer and So-and-So broke the glass pitcher to the Props Master/Mistress].? The SM must also keep up with any cue placement changes, added cues, and deleted cues to maintain the book.? Because of how much is going on during a typical Tech, in my experience the ASM has directly dealt with Props, Set, Costumes [things the ASM can tell are problematic from their unique Backstage View] and the PSM has dealt with Lights/Sound/Video and anything that?s run or called from the booth.? Obviously the ASM and PSM should have so much communication going on between them that they should nearly develop the ability to read one another?s minds.

During Performances:

During Performances, the SM must maintain the show and accurately report in performance reports any problems [i.e. "Sally's strap on her stilettos broke, need new shoes for tomorrow"].? At this point, the Production Staff takes over to maintain the Designers & Director?s vision.? The Designers should still be CCed on Performance Reports to offer input [i.e. "I left Sally an extra pair... they should be in the costume bin, if you can't find them they are model #2465 from macy's"] and the Production Staff should know how to fix anything as necessary to make sure that nothing is compromised as the run continues.

Former NYC Mayor Giuliani campaigns for Romney in Las Vegas

LAS VEGAS (AP) ? Former New York Mayor Rudy Giuliani will campaign for Republican presidential contender Mitt Romney in Las Vegas.

Campaign officials say Giuliani will rally volunteers this morning at Romney's campaign office near the Las Vegas Strip by highlighting Romney's business leadership. Nevada has the highest unemployment rate in the nation.

It's not the first time Giuliani will loan his political star power to the Romney campaign. He notably joined Romney for a pizza break with some New York City firefighters in May.

Giuliani was mayor when terrorists flew planes into the World Trade Center's twin towers in 2001.

Giuliani and Romney were rivals in the 2008 Republican presidential primary and Giuliani has suggested Romney's shifts on abortion, gay marriage and universal health care could be problematic.

International timekeepers are adding a second to the clock at midnight universal time Saturday, June 30, going into July 1. That's 8 p.m. EDT Saturday. Universal time will be 11:59:59 and then the unusual reading of 11:59:60 before it hits midnight.

A combination of factors, including Earth slowing down a bit from the tidal pull of the moon, and an atomic clock that's a hair too fast, means that periodically timekeepers have to synchronize the official atomic clocks, said Daniel Gambis, head of the Earth Orientation Service in Paris that coordinates leap seconds.

The time it takes the Earth to rotate on its axis ? the definition of a day ? is now about two milliseconds longer than it was 100 years ago, said Geoff Chester, spokesman at the U.S. Naval Observatory, keeper of the official U.S. atomic clocks. That's each day, so it adds up to nearly three-quarters of a second a year.

Timekeepers add that leap second every now and then to keep the sun at its highest at noon, at least during standard time. This is the first leap second since January 2009 and the 25th overall. Gambis said the next one probably won't be needed until 2015 or 2016.

There should be no noticeable affect or inconvenience on computers or any other technology that requires precise timekeeping because they adjust for these leap seconds, Gambis said Friday.

Earlier this year, official timekeepers from across the world discussed whether to eliminate the practice of adding leap seconds. They decided they needed more time to think about the issue and will next debate the issue in 2015.

So for now, Chester said, "you get an extra second, don't waste it."

(AP) ? The family of Rutgers University student Tyler Clementi said they have come to believe he killed himself in part because of his roommate used a webcam to see him kissing another man.

"It was the humiliation that his roommates and his dorm-mates were watching him in a very intimate act. And that they were laughing behind his back," his mother, Jane Clementi said. "The last thing that Tyler looked at before he left the dorm room for the bridge (he jumped from) was the Twitter page, where (his roommate) was announcing Tyler's activities."

Jane Clementi, her husband and one of their surviving sons talked about Tyler's death and how their views on homosexuality have changed when they appeared Thursday night on NBC's "Rock Center" in the first interview the family has given since the bias intimidation trial of the 18-year-old's roommate.

The roommate, 20-year-old Dharun Ravi, was convicted in March of all 15 criminal charges he faced, including bias intimidation. Though a judge could have sent him to prison for up to 10 years, he sentenced him to 30 days in jail. Ravi spent 20 days behind bars after getting credit for good behavior and working.

The case attracted national attention after Clementi's suicide in September 2010, just days after the spying. With his death, Clementi became a symbol of the consequences of harsh treatment of young gays. Ravi, who apologized for his actions last month, was not charged with causing the death of Clementi, who jumped from the George Washington Bridge.

His parents, evangelical Christians, said their views on homosexuality have shifted since their son's death.

They say they went from struggling to accept that their son was gay when he came out to them just before starting at Rutgers to embracing that some people are gay.

"Sin needs to be taken out of homosexuality," said Tyler Clementi's father, Joe Clementi. "Our children need to understand ? and adults need to understand ? that they're not ... broken."

James Clementi, who is also gay, said he believes his brother may have been depressed ? but that the webcam spying exacerbated his problems and contributed to his suicide.

Groupon is working on a deal to combine Gaopeng, its daily deals venture in China, with FTuan, another daily deals service backed by Tencent, a Chinese Internet giant. After the merger, both services will continue to operate under their current separate brands. []

Ftuan and Gaopeng are ranked 9th and 10th, respectively, in the hyper-competitive Chinese daily deals space which has seen a lot of players enter the market, trying to cash in on the latest craze. By combining their operations, both players will benefit from cost savings in product sourcing, logistics and operations.

Groupon is the largest player in the U.S. but has hardly seen much traction in other international markets, including China. With the local expertise provided by Tencent and operational synergies following the merger, the combined entity could become one of the top players in coming years.

International deals account for a majority of its overall value, and are expected to drive a significant portion of its revenue growth in coming years. China, which is a huge market, could play a major role in Groupon?s future.

The company leads the daily deals space in the U.S., where it competes with LivingSocial backed by Amazon, Google Offers, Yelp and countless clones, but is looking to expand its offerings in other categories to diversify revenues.

Bombings, shootings around Iraq kill 22

(AP) ? Bombings and shootings around Iraq killed 22 people and wounded more than 50 on Thursday, authorities said, as a spike in violence made June Iraq's bloodiest month in almost a half a year.

The attacks in Shiite neighborhoods and on security forces underscore how deadly Iraq remains, even though violence has dropped dramatically since a few years ago when the country appeared about to descend into civil war. Over the last month, more than 200 Iraqis have been killed in attacks.

Thursday's deadliest strike came around 9:30 a.m. in the Shiite Muslim neighborhood of Washash in western Baghdad, where eyewitnesses said a taxi exploded outside a local market. Eight people died and 26 were injured, police and hospital officials said.

Hadil Maytham and her two children were eating breakfast in their nearby house when they heard the explosion.

"It shook the doors and the windows of the house," said Maytham, 28. "Then we heard shooting, probably by police who usually shoot randomly after explosions."

Bombings generally are a hallmark of Sunni Muslim insurgents linked to al-Qaida, and Shiites remain one of their main targets. Earlier Thursday, a roadside bomb in a Shiite neighborhood in southern Baghdad exploded as a police patrol was passing by, killing one person and wounding six.

Two more attacks on Shiite enclaves in northwest Baghdad wounded five more people, police said.

And in Ramadi, the capital of Anbar province 115 kilometers (70 miles) west of Baghdad, another car bomb wounded seven people in the parking lot of the provincial council. The largely Sunni province's deputy governor Dhari Arkan said the explosion early in the morning was designed to shake confidence in the government.

"The message of the terrorists is that no place is safe in Iraq," Arkan said.

Baghdad operations command spokesman Col. Dhia al-Wakil said no overall conclusion about Iraq's security can be drawn from Thursday's attacks, which he said are believed to be unrelated. He described Iraq's security as "generally stable, and these attacks by no means should be taken as an indication that the terrorists are able to defy our security forces."

He said security forces had defused several car bombs recently and arrested suspects believed to be behind this month's wave of violence. He declined to give further details.

While Shiite neighborhoods and ceremonies are a favorite al-Qaida target, Sunnis affiliated with the government and security forces also frequently come under attack.

In the Sunni city of Taji, just north of Baghdad, two cars parked about 100 meters (yards) apart from each other exploded outside the office of the local mayor at dawn, police said. The mayor was not in his office at the time, but the blast killed five people and wounded 18, leaving craters in nearby homes.

Taji is home to a military base and is located about 20 kilometers (12 miles) north of Baghdad. Police officials spoke on condition of anonymity because they were not authorized to release the information.

In the troubled province of Diyala, gunmen walked into a butcher shop in the provincial capital of Baqouba and shot dead two former Sunni militiamen who fought against al-Qaida. A separate attack on a checkpoint killed two more militia members and two police.

Police Maj. Ghalib Al-Karkhi said the gunmen used pistols fitted with silencers to assassinate the former members of the Sahwa or Awakening militia, which broke away from the insurgency to join U.S. troops in fighting al-Qaida at the height of the war. Sahwa members are frequent targets of the insurgents, who consider them traitors.

Gunmen in two cars also opened fire on a checkpoint in Baqouba, 60 kilometers (35 miles) northeast of Baghdad, killing two police officers and two Sahwa militiamen, police and hospital officials said.

Two more Sahwa members were shot and killed while manning a checkpoint in the central city of Samarra, 95 kilometers (60 miles) north of Baghdad, police said.

While violence has dramatically dropped from the wide scale sectarian fighting between 2006 and 2008, deadly bombings and shootings in Iraq still happen almost every day.

The recent increase in attacks comes as the government is embroiled in a months-long political crisis in Iraq that has Shiites, Sunnis and Kurds calling for Prime Minister Nouri al-Maliki to resign for sidelining his political opponents. The impasse has all but paralyzed the government.

Astronomers use an old trick to open new window on extrasolar planets

Two teams of astronomers used a technique for finding extrasolar planets to directly measure one such planet. The approach could allow the study of more exoplanets' atmospheres than ever before.

A method astronomers have used for nearly 20 years to indirectly find planets orbiting other stars has for the first time been used to take the direct measure of an extrasolar planet itself.

The approach not only yields precise estimates of a planet's mass, a critical piece of information that can help determine a planet's bulk composition. It also can reveal its orbital inclination. And perhaps most important, it could allow astronomers to study atmospheres of more extrasolar planets than ever before.

The reason: The technique doesn't require a star to backlight a planet's atmosphere as the planet passes in front of its star. Until now, this kind of backlighting, during what's known as a transit, has provided the only window astronomers have had on the make-up of an extrasolar planet's atmosphere. And the number of transiting planets so far is only about one-third the number of planets discovered by two international teams of astronomers who used this approach and whose findings are published this month.

The orb the teams observed, known as tau Bootis b, was discovered in 1996 by a group led by astronomer Geoffrey Marcy at the University of California at Berkeley. It orbits a star nearly 51 light-years from Earth in the Northern-Hemisphere constellation Bootes.

Marcy's team found tau Bootis b via the slight wobble it imparted to its host star's spectrum as it orbits. As the planet swings around its star and its gravity tugs the star away from the viewer, it slides the star's bar-code-like chemical signature toward the red end of the spectrum. As the planet continues its orbit and tugs the star toward the viewer, the spectrum shifts toward the blue end. Over multiple orbits, the star's spectrum "wobbles" from blue to red and back.

The idea to use this approach to detect a planet directly is an old one, notes Simon Albrecht, an astronomer at the Massachusetts Institute of Technology in Cambridge, Mass., and a member of one of the two teams. His group was led by Matteo Brogi with the Leiden Observatory in the Netherlands. The other team was led by Florian Rodler, with the Institute of Space Science in Barcelona.

All it needed was the right combination of technology and a target close enough and bright enough to pursue. Tau Bootis b fit the latter requirement. For hardware, both teams used a new, exquisitely sensitive near-infrared spectrometer bolted to the back end of one of four eight-meter telescopes that make up the Very Large Telescope array. The facility, run by the European Southern Observatory, is located on a mountaintop in the Atacama Desert of northern Chile.
